Several years ago I was self employed and have been assessed for an amount owing for Canada Pension Plan premiums. If I filed a bankruptcy would this be cleared.

Yes, this is a debt that you can be cleared from by filing a consumer proposal or a bankruptcy anywhere in Canada.
