traffic fines and penalties

I am looking at filing either a bankruptcy or a consumer proposal (but I can`t decide). The one thing I can`t find on this site deals with traffic fines. Can these be cleared by filing a bankruptcy or a proposal?

The section of the Bankruptcy and Insolvency Act that deals with this is Section 178. This section clearly reads that any fine penalty, restitution order or something similar. As a result traffic fines cannot be cleared by the filing of a bankruptcy or a proposal.
