I was driving an uninsured vehicle and caused property damage and will likely be sued by the people in the car. I am unemployed and own nothing. If I am unable to pay the amount they sue for and I file for bankruptcy does this debt go away?

This is really going to depend on the exact nature of this law suit. The reason for this is the legislation clearly stipulates a list of debts that are not released by bankruptcy.
On this list you will see that criminal charges, court fines or penalties, and civil lawsuits for intentional bodily harm, wrongful death or sexual assualt are examples of the types of claims that would survive a bankruptcy.
From the sounds of it the lawsuit you are facing doesn’t fall into any of those categories, if it does not then the filing of a bankruptcy will clear you from this debt.
