I have already filed a consumer proposal (about 6 months back) but my hours have been rolled back at work. Can I still declare bankruptcy?

Yes you can, the filing of a consumer proposal will automatically annul the proposal. The best way to do this is to contact your current trustee, explain the difficulties you have encountered and they will be able to help you draw up the necessary documents in the cleanest and quickest fashion.
The only other thing I will mention is you may want to discuss the possiblity of amending the proposal due to the reduced income, this would require it to be voted on again by the creditors but may still be possible, so keep it in mind.
